Licensing of a Nuclear Power Plant

Authorities regulate and oversee the planning, construction and operation of the nuclear power plant.

The Government grants the construction and operating license for the nuclear power plant, and the Finnish Radiation and Nuclear Safety Authority (STUK) grants other nuclear safety-related licenses and approvals. Other licensing authorities in Hanhikivi 1 nuclear power project include the municipality of Pyhäjoki and the Regional State Administrative Agency for Northern Finland (AVI).

For construction, the permits required pursuant to the Land Use and Building Act will be applied for.

The project also requires many permits related to environmental issues. In the construction phase, environmental permits are needed for, among other things, a rock-crushing plant, a concrete batching plant, and waste management. The most significant environmental impacts during the construction phase are noise, dust, and emissions caused by traffic and machinery.

Water permits are required for construction of a harbour pier and for the cooling water intake and discharge structures.

A separate environmental permit is required for operation of the nuclear power plant.
